You can install Windows 10 IoT Core in Galileo board using this link https://www.hackster.io/pooja_baraskar/windows-iot-with-intel-galileo-b9a3c7 and start writing UWP to send the sensor data to Azure IoT Hub.
Alternatively you can also keep Linux distro in Galileo board and write C/Java/Node.js program to send the sensor data to Azure IoT Hub. All the Azure IoT Hub service SDKs are available in Github with samples. Check this link
